Translation
One who sees inaction in action and action in inaction is intelligent among men, and he is in the transcendental position, although engaged in all sorts of activities.
Celui qui voit l’inaction dans l’action et l’action dans l’inaction se distingue entre tous par son intelligence, et bien qu’il soit engagé dans toutes sortes d’activités, il se situe à un niveau purement spirituel.

Purport
A person acting in Kṛṣṇa consciousness is naturally free from the bonds of karma. His activities are all performed for Kṛṣṇa; therefore he does not enjoy or suffer any of the effects of work. Consequently he is intelligent in human society, even though he is engaged in all sorts of activities for Kṛṣṇa. Akarma means without reaction to work. The impersonalist ceases fruitive activities out of fear, so that the resultant action may not be a stumbling block on the path of self-realization, but the personalist knows rightly his position as the eternal servitor of the Supreme Personality of Godhead. Therefore he engages himself in the activities of Kṛṣṇa consciousness. Because everything is done for Kṛṣṇa, he enjoys only transcendental happiness in the discharge of this service. Those who are engaged in this process are known to be without desire for personal sense gratification. The sense of eternal servitorship to Kṛṣṇa makes one immune to all sorts of reactionary elements of work.
Qui agit dans la conscience de Kṛṣṇa échappe automatiquement aux chaînes du karma. Ses actes ne visant que la satisfaction de Kṛṣṇa, il ne jouit ni ne souffre de leurs effets. Bien qu’il ne cesse jamais d’agir, il s’élève au-dessus de la masse des gens, car il fait tout pour Kṛṣṇa. Akarma signifie « action sans conséquence ». L’impersonnaliste, qui craint que les réactions générées par ses actes ne fassent obstacle à son progrès spirituel, cesse toute action. Le personnaliste, lui, ne connaît pas cette crainte. Il se sait l’éternel serviteur de Dieu et n’hésite pas à agir dans la conscience de Kṛṣṇa. En n’agissant que pour Kṛṣṇa, il jouit d’un bonheur transcendantal. Ceux qui s’engagent dans cette voie sont connus pour être libres de tout désir matériel. C’est parce qu’ils ont conscience d’être éternellement subordonnés à Dieu qu’ils sont « immunisés » contre les suites de l’acte.
